Lisbon is a signatory of the 2002 Covenant of Mayors which has a target to reduce GHG emissions by at least 20% by 2020 (2002 baseline). The city is also a signatory of the 2016 Global Covenant of Mayors for Climate and Energy and aims to reduce 40% of GHG emissions by 2030.
Within the transport sector, the city government aims to reduce modal share of private vehicles significant by restricting private car use, empower public transport and promote active modes and mobility services . It also set goal for a zero-emission urban bus fleet by 2040. Other targets on transport decarbonisation includes: the implementation of 200km of cycling infrastructure by 2021; designing new urban logistics regulation by 2018; having 25 fast public EV chargers in place by 2018; develop an Integrated Operation Centre and a Mobility Operational Control Centre.
