Hong Kong GreenTech Hub's 1st Anniversary at the Hong Kong Science and Technology Parks Corporation

As the Secretariat for the Transport Decarbonisation Alliance, UC Berkeley Law’s Center for Law, Energy and the Environment (CLEE), was honored to meet GreenTech leaders and to celebrate a major milestone with our partners at the Hong Kong GreenTech Hub’s first-anniversary celebration on March 24th, 2026. The event, held at the HKSTP – Hong Kong Science and Technology Parks Corporation, emphasized a crucial theme: “Green is Action.”

Hong Kong Climate Week

As the Secretariat for the Transport Decarbonisation Alliance, UC Berkeley Law’s Center for Law, Energy and the Environment (CLEE) was delighted to be present at Hong Kong Climate Week 2026, which provided an opportunity for dialogue and partnership.

CLEE’s Climate Program Director Ethan Elkind delivered a keynote address on March 26th, 2026 that set the tone for collaboration: “Climate Policy To Innovation: From California to Hong Kong.” Ethan explored how policy leadership in California can accelerate climate solutions and what lessons can be shared with Hong Kong leaders and mainland China’s industrial capabilities.

Following the keynote, Ethan joined a dynamic panel discussion with perspectives from UN Environment Programme, Invest Hong Kong and the EV automaker GEELY. The panel coalesced around the idea that when leading policy hubs (like California) and innovation engines (like Hong Kong) unite, they create actionable pathways to address climate change.

Also in the program, Fan Dai, executive director of the California-China Climate Institute (CCCI) and The University of Hong Kong’s Institute for Climate and Carbon Neutrality, moderated a panel “Flagship Dialogue: From Business Leadership to Climate Leadership”, with representatives from EQT Asia, Hang Seng Bank, Google and Tencent.

Climate Change Research Fellow Chloé F. Smith also shared insights and questions regarding e-fuels for aviation during the session on Transportation and Mobility Transformation at The University of Hong Kong on March 27th, 2026.

TDA co-sponsored an ITF side event entitled “Financing Pathways for Global Zero-Emission-Trucks – Getting It Done.”

The discussion focused on solutions to overcoming the upfront costs of zero-emission trucks through expanded financing. It was led by The Netherlands, CALSTART/Drive to Zero, World Resources Institute, and the TDA, with support from the Climate Group and ZEVWISE partners including UNEP, World Bank, SFC, the ICCT, WBCSD.

On December 6, 2023, TDA hosted an evening reception at the 28th Conference of the Parties of the UNFCCC (COP28), bringing together transportation experts and leaders from around the world. This reception provided a unique platform for attendees to meet and learn from professionals dedicated to decarbonising their transportation systems. 152 participants joined this evening reception, fostering connections to help advance transportation decarbonisation worldwide.

On November 8-10, 2023, TDA members and partners convened at member CEiiA’s office in Porto, Portugal, to connect, learn, collaborate, and explore the TDA’s future. Conversations focused on understanding how a network of people can collaborate on shared goals related to transportation decarbonization, developing connections and deepening trust among members, and exploring opportunities for participants to support each other’s work and take action together on behalf of the TDA’s shared purpose.

On September 19, TDA co-organized a side event at New York Climate Week in collaboration with the Smart Freight Centre, UC Davis, the Government of the Netherlands, CALSTART Drive to Zero, and the Center for Law, Energy and the Environment. This event brought together industry experts, policymakers, researchers, and transport professionals to discuss the challenges and potential solutions for electrifying medium and heavy-duty fleets.

This brief is a companion to the Zero Emission Vehicles Transition Council (ZEVTC) white paper assessing electric vehicle charging infrastructure and public investments in decarbonizing transport. Members of the ZEVTC are committed to collectively addressing key challenges in the transition to ZEVs.
