Zero-Emission Zones in the City:
Don’t Wait to Start with Freight!

EXECUTIVE SUMMARY

Though less than 4% of vehicles on the road are trucks, it is estimated that they are responsible for 27% of road transport’s CO2 emissions. As urbanisation grows, absolute numbers of population as well as population density are continuing to rise in cities. Consequently, urban commercial transport is also increasing, exacerbating congestion and harmful emissions. Action is needed to improve strategies for transport and to  reduce transport related emissions: air pollution, noise pollution, and greenhouse gas emissions.

As cities around the world seek to reduce their carbon footprint, many are pursuing zero-emission zones (ZEZs) and other measures for mass transit and personal mobility. However, freight transport is often overlooked by city planners and in transport strategies. In 2020, the Transport Decarbonisation Alliance (TDA) of countries, cities, regions and companies, C40 Cities, jointly with the POLIS network of European cities and regions, released the Zero-Emission Zones: Don’t wait to start with freight! how-to guide. The guide assists urban planners, transport officials, freight operators and other stakeholders to navigate the complex ecosystem of urban freight and develop zero emission zones for freight, which can help cities decarbonise, clean the air, reduce congestion, improve environmental justice, increase efficiency of deliveries, and more. 

Implementing a ZEZ-F in a city can be daunting and overwhelming. It can be helpful to consider the shift to zero-emission zones as a process of continuous improvement rather than a one-off project. This updated version of the how-to-guide incorporates the constructive and experience-based feedback received by the TDA and its partners on the first version of the guide. It adds further examples from cities of all sizes from all over the world. This guide is meant to inspire ideas for ZEZ-F in your city, and to provide suggestions for first steps that will help city officials, transportation planners and consultants to get started with the implementation of ZEZ-F.

With the resulting hands-on guidelines, the route is clear for your city to join the frontrunners, so:

On 6 – 18 November 2022, Egypt will host the 27th Conference of the Parties of the UNFCCC (COP27) in Sharm El-Sheikh, with a view to building on previous successes and paving the way for future ambition.

Scotland's Climate Week will be held from 26 September to 2 October 2022

Scotland led the world in becoming one of the first nations to declare a global climate emergency in April 2019. The need to take action to tackle climate change is more urgent than ever. So, as part of the global effort to fight the climate emergency Scotland has set an ambitious target to become ‘Net Zero’ by 2045, five years ahead of the rest of the UK. 

Aligned with this objective and to celebrate and encourage climate action throughout the country, Scotland will celebrate its Climate Week from 26 September to 2 October 2022.

This campaign aims to inspire organisations to encourage employees, families, communities, customers and stakeholders to discuss climate action and to prompt the important steps everyone can take to help tackle the climate emergency.

This initiative by the Scottish Government is supported by Scotland’s communities and organisations.

First TDA Academy Series: A focus on the TDA’s executive curriculum on transport decarbonisation

On 15 September, the TDA, together with the University of Clermont Auvergne in France, held the webinar entitled Bridging the gap in executive education of transport decarbonisation. This webinar zoomed in on the curriculum produced by the Executive Education Community of Interest initiated by Portugal in 2019 and created in association with academia, research institutions and other partners to offer active professionals and graduate students an opportunity to become leaders in the field. Currently, the curriculum has been utilised at the University of Clermont-Auvergne.

The webinar  touched on key elements of the curriculum, what has been done so far by the entities that have implemented it and discussed the next steps on how to rediscover this key product of the TDA.

DISCUSSION: BARRIERS AND SOLUTIONS TO ACCELERATED TRANSPORT DECARBONISATION - ZERO EMISSION VEHICLES

SESSION OVERVIEW

‎Tackling climate change requires accelerating action, but in the transport sector the problem is the slow implementation of the many low carbon transport solutions available. This event will facilitate an exchange between key actors (energy utility, charging infrastructure service provider, electric freight vehicle manufacturer and local authority) each with a different perspective on the barriers and solutions to accelerating the deployment of electric freight vehicles.

An interactive brainstorming will allow all participants to contribute to identifying the proposed solutions. The event outcomes will contribute to the future work of the Transport Decarbonisation Alliance.

CAPITALIZING ON THE COVID MOMENTUM FOR ACTIVE MOBILITY: A DISCUSSION AND EXCHANGE OF PRACTICES BETWEEN COUNTRIES, CITIES AND COMPANIES

SESSION OVERVIEW

‎The COVID-19 crisis induced a steep and sudden increase in active mobility, calling for a more fair and diverse reallocation of road space for all users. This engaging, interactive networking session will facilitate an open discussion and exchange on how to capitalize on the newfound momentum for walking and cycling.

The session will shortly introduce several key opportunities and challenges in promoting active mobility, as a result of the pandemic. Following, participants are able to join the discussion on several topics in break-out sessions led by members of the TDA Community of Interest on Active Mobility: a diverse group of experts in the city, country and company space. The objective is to enable participants to learn from each other’s experiences and perspectives on different challenges, ranging from building a local cycling culture to adapting infrastructure.

We would like to thank everyone who attended the TDA Annual Meeting 2021 and for bringing such wonderful expertise and experiences about transport decarbonisation to the discussion! It was certainly a fruitful, constructive and inspiring meeting!

This key gathering of the alliance truly put on display the breadth of projects and actions  that have been initiated by members and partners. Despite the challenges related to COVID-19, you are all continuing to push for the transformation of transport. We certainly look forward to another year of meaningful insights, initiatives and teamwork!

EDP is a founding member of the TDA and highly engaged towards the goals of the TDA.

EDP Lucas emphasized the action-oriented nature of the TDA and its members towards the acceleration of transport decarbonisation. Further, she highlights the 3-C approach of countries, cities/regions and companies working together  in the TDA.

As an example, she mentions Portugal’s ambitious efforts in terms of renewable energy and transport. Portugal focuses on enabling new mobility services, such as e-mobility, shared mobility, clean buses and bike-sharing.

TDA Side Event at Movin’ On:
“Ambitious visions of transformational change from countries, cities, and companies”

Come and join a high-level, in depth discussion of the Transport Decarbonisation Alliance (TDA), a coalition of Countries, Cities/regions and Companies defining front runners’ visions and concrete implementations for the broad expansion of low-carbon transport to accelerate progress toward a net-zero emissions mobility system by 2050.

Following the formal launch of the TDA, at the International Transport Forum Summit, on 24 May 2018, the Movin´On World Summit will provide various opportunities to amplify TDA outreach to the global business community and to expand action on sustainable transport by TDA members.

We invite you to participate in a discussion with TDA members [including the TDA Chairman and Vice Minister for the Environment of Portugal, Alstom, and Michelin] to translate transport ambitions and commitments into (both technology and economically) feasible and rapid actions, and to keep transport emissions on track with the goals of the Paris Agreement on climate change.

TDA Participation at Movin’ On Press Release

Transport emissions account for 25% of energy related greenhouse gas emissions and are rising fast. The Paris Agreement on Climate Change requires a net zero emissions economy by the second half of the century. On May 24th the Transport Decarbonisation Alliance (TDA) was launched in Leipzig, Germany at the International Transport Forum. The TDA brings together leading countries, cities and companies (the “3 Cs”) who will work together to catalyse the accelerated decarbonisation of the transport sector. Without bold and rapid action to contain growing transport emissions, the ambitious emission reduction targets called for under the Paris Agreement will not be achieved.

The TDA currently consists of 17 members:

  • 6 TDA Countries: Costa Rica, Finland, France, Luxembourg, Netherlands and Portugal
  • 5 TDA Cities: Rotterdam (Netherlands), Lisbon, Porto, Gaia, Matosinhos (Portugal)
  • 6 TDA Companies: Alstom, CEiiA, EDP, ITAIPU Binancional, Michelin and PTV

The TDA Members are joining together to form a “coalition of the willing” to accelerate the worldwide transformation of the transport sector towards a net-zero emission mobility system before 2050. The TDA´s ambition is to become the most visible and influential forum for public and private cooperation to ensure that all transport sub-sectors contribute to the Paris Agreement’s objectives.

The TDA builds on the commitments and the stated ambition of Heads of States, Mayors and CEOs to decarbonize transport before 2050, targeting emissions from all modes of passenger and freight transport, including land transport, aviation and maritime transport. This is the first-time actors across the three Cs (countries, cities and companies) are committing to work together in a co-ordinated way to catalyse the transformation of the transport sector.

The TDA will accelerate action (e.g. in crafting a realistic “fast track” pathway) by facilitating discussion on decarbonisation processes in the context of global, regional, national, local and corporate policy; leading by example by demonstrating that decarbonisation is technically feasible, economically attractive, and brings broad social and environmental benefits, by sharing experiences and best practices (e.g. through communities of interest on urban freight). Finally, TDA Members will take all opportunities to advocate for accelerated decarbonisation (e.g. increasing efficiency standards for light- and heavy-duty vehicles) and to engage a growing number of actors.
