Objective
Establish what is needed by 2030, demonstrate the progress made to date on ambitions on ZE-MHDV set at COP26; highlight the potential of ZE Freight Vehicles to quickly and economically deliver a significant reduction in transport emissions providing the right policy frameworks and enabling conditions are in place.

Speakers
George Heyman is the Minister of Environment and Climate Change Strategy for the Province of British Columbia, a role he’s held since 2017.
Minister George Heyman has led the provincial response to climate change through the CleanBC Roadmap to 2030, one of the strongest climate and clean economy plans in North America, as well as B.C.’s Climate Preparedness and Adaptation Strategy.
He has previously served as the executive director of Sierra Club BC, one of the province’s oldest environmental advocacy and education organizations. He also served three terms as president of the BC Government and Service Employees’ Union. In both organizations, he was a respected negotiator and a strong fiscal manager. Before these positions, he lived in northern B.C. for many years and worked throughout the province’s northwest and coastal communities.
As Minister of Environment and MLA for Vancouver-Fairview, he is also Minister Responsible for TransLink, the province’s largest public transportation service.
Jay Inslee is currently the longest serving governor in the United States.
During his time in Congress, Jay became known as a forward-thinking leader, especially on issues of clean energy and climate change. He co-wrote a book, “Apollo’s Fire: Igniting America’s Clean-Energy Economy,” about fighting climate change through clean energy innovation and job-creation. As governor, he has helped put Washington state at the forefront of climate action and is helping lead numerous subnational partnerships. Since 2013, the state has passed nation-leading policies to transition to 100% clean electricity, cap carbon pollution, electrify transportation, and more.
Over the past decade, Washington has consistently been among the few states to rank as one of the best states for business and one of the best states for workers. From commercial space and sustainable maritime to advanced agriculture and forest products, the growth of Washington’s key sectors is helping attract new companies and create jobs in communities all across the state. Washington has one of the nation’s highest minimum wages, paid sick leave for all workers, a best-in-the-nation paid family leave program, and one of the highest union membership rates.
Sophie Punte directs We Mean Business Coalition’s policy engagement strategy to bridge business climate action with supportive government policy worldwide. She has 25 years of sustainability and climate experience as head of NGOs Smart Freight Centre and Clean Air Asia, and with the United Nations and KMG, in both developed and developing countries.
Liane Randolph has spent most of her career in public service, specializing in environmental law and policy, effective administration, and a commitment to transparency and public process. She was appointed Chair of the California Air Resources Board by Governor Gavin Newsom in December 2020. Starting in 2015, Randolph served six years as a Commissioner at the California Public Utilities Commission and managed numerous decisions on energy efficiency, integrated energy resource planning, and regulation of transportation network companies, as well as spearheading significant Commission policy reforms. Prior to the PUC, Randolph served from 2011 to 2014 as Deputy Secretary and General Counsel at the California Natural Resources Agency, where she worked on a wide variety of legal and policy issues, including work on the Klamath Dam Removal agreement, CEQA guidelines, and the Agency’s first Tribal Consultation Policy. Randolph’s first role with the State was as Chair of the California Fair Political Practices Commission from 2003 to 2007. Her work at the state level builds on experience with local government that she gained while practicing municipal law as a contract City Attorney for the Cities of San Leandro and Suisun City. Randolph earned a Juris Doctor degree from the University of California, Los Angeles School of Law.
Sita Holtslag joined CALSTART in 2022 as the Europe Director. She leads Drive to Zero’s activities in Europe, supporting and advancing the Global MOU, which includes many European nations. Her focus will be on commercial vehicle transformation to zero-emission technologies, emphasizing policy advocacy and industry engagement to strengthen regulations, secure zero-emissions commitments, accelerate infrastructure investments, and scale vehicle deployments.
Prior to joining CALSTART, Sita has spent the past 14 years working for the Dutch government in various roles and government ministries, most recently with their Enterprise Agency and Ministry of Infrastructure leading their international freight and logistics efforts. She has been one of the main driving forces behind the Netherlands’ leadership on zero-emission freight vehicles and the close collaboration between CALSTART/Drive to Zero and the Netherlands. Sita Holtslag has a Master’s degree in Conflict and Development from the Australian National University and a Bachelor’s in International Relations from the University of Groningen.
